Mandate of the company

The Company, Upper Assam Electricity Distribution Company Ltd. was incorporated on the 23rd day of October, 2003 as a public limited company wholly owned by the Government of Assam with authorized capital of Rs.10 lacs. The ultimate object of the Company is to undertake the Electricity Distribution, Trading, Supply in areas of of Upper Assam and UAEDCL and Outside the sate in accordance with provisions of Applicable Law and all activities ancillary or appurtenant thereto.


The main purpose of forming the Company was to take over, manage and operate the electricity distribution system, assets, liabilities, undertaking of the Assam State Electricity Board (ASEB), as may be transferred to it pursuant to a notified transfer scheme in terms of Part XIII of the Electricity Act, 2003. Subsequently, the Government of Assam notified the provisional transfer scheme vide Gazette notification bearing no. PEL. 151/2003/Pt./165 dated 10th December, 2004 as well as the final transfer scheme vide Gazette Notification PEL.151/2003/Pt./349 dated Dispur, the 16th August, 2005 under the Electricity Act, 2003 transferring the various assets, liabilities etc. of the ASEB to the Company.


The main objective of UAEDCL is :


  1. To undertake expansion of Distribution Networking, Electricity Distribution Systems, Assets, Liabilities and undertakings of ASEB as per the transfer scheme in terms of Part – XIII of Electricity Act, 2003.

  2. To Plan, Programme, Acquire, Establish Distribution Lines, Renovate, Modernize the Sub-Transmission and Distribution Networks, Cable, Meter, Communication Networks, relating to Distribution of Electricity up to 33 KV Level.

  3. To provide Advisory Service in Electricity Sub-Transmission, Distribution, Trading & Supply in and out side the State of Assam.

  4. To Carryout the business of Purchasing, Selling, Supplying, Importing, Exporting, Wheeling Agreement in matters of Supply & Distribution with other Companies, Persons, Franchisees and General Consumers, State and Other Central Transmission Companies for wheeling of Electrical Energy.

  5. Evacuating, Scheduling, Load Management in consultation with Load Despatch Centers, Transmission and Generating Companies.

  6. To file Tariff Petition before the State & Central Electricity Regulatory Commission, Execute Power Purchase Agreement etc.

  7. Outsourcing of various activities for efficient management of Electricity and other allied services in connection with supply of electricity.

  8. To secure safety of the system, safeguard consumer’s interest and redressal of Consumer Grievances, Install, Repair, check of the electrical meters, Collection of revenues and to ensure compliance with supply regulation, grid and supply codes, and initiate action to the defaulters and unauthorized users of electricity.
